Harry was not the only baby left on that doorstep. How would a "sister" effect Harry's story? Dumbledore's lies have done as much bad as they have good, his manipulations are coming closer and closer to being discovered. Using a teenage girl as bait is never a good plan, especially when the boy destined to destroy the Dark Lord believes her to be his sister.
A fake prophecy can change a lot, and Voldemort has never discovered it's falseness. With a little spy willing to whisper in the order's ear, the war could go in any direction. The order is using Hogwart's as a base now, but even there not all secrets are safe, let alone the people residing there. Even the students have begun to watch their backs, especially those well informed.
